Project Overview

The Zero Out-of-School (OOSC) BI Solution was developed to provide actionable insights into the identification, enrollment, attendance, and retention of learners in Rwanda. By integrating data from the School Data Management System (SDMS), baseline assessments, and SEMIS App usage, the solution enables stakeholders to not only confirm re-enrollment of OOSC but also track daily and long-term attendance patterns that indicate risks of dropout.

Through interactive dashboards, policymakers and education authorities can monitor enrollment coverage, attendance trends, absence reasons, and the effectiveness of support interventions. This reduces manual reporting, strengthens accountability, and supports Rwanda’s commitment to achieving zero out-of-school children by ensuring learners are not only enrolled but also consistently attending school.

Objectives
  • Identify and track out-of-school children (OOSC): by consolidating data from SDMS and district-level reporting.

  • Confirm re-enrollment: of OOSC in government primary schools and participating schools.

  • Monitor attendance and absence trends: at learner, class, school, and district levels to detect early risks of dropout.

  • Analyze absence patterns: by gender, grade, location, and reason to better understand barriers to regular attendance.

  • Provide accountability and transparency: by measuring SEMIS App usage for real-time reporting of attendance and absence.

  • Support education planning and interventions: by enabling stakeholders to act on high-risk absenteeism, ensuring learners remain engaged in school.

Identifies high-risk absenteeism patterns (e.g., >50% absence), reasons for absence, and SEMIS App reporting compliance, ensuring early detection of learners most at risk of dropping out.

  • Support Needs: Maps the interventions required for children to return to and remain in school (e.g., scholastic materials, assistive devices, school meals), ensuring responses are targeted and effective.

  • Disability and Accessibility: Breaks down functional difficulty domains, use of assistive devices, and ongoing challenges even with support, strengthening inclusive education programming.

  • Socio-Economic Context: Examines household assets and wealth quintiles, linking education outcomes with poverty dynamics.

  • Progress Tracking: Validates the re-enrollment of OOSC into the School Data Management System (SDMS) with student IDs and current-year enrollment dates, ensuring transparency and accountability.
